Update on Beaches, Parks and Businesses
Next Phase of Beach and Parks Reopening
The City would like to announce the next phase of beaches and parks re-opening will occur on Tuesday, June 2nd in coordination with all coastal cities in San Diego County. Individuals and members of the same household will be allowed to sit, lie down, and sunbathe on our beaches and parks. Specific protocols will remain in place to prevent gatherings and sporting activities. Parking lots will remain closed. In addition, chairs, towels and small, single-pole umbrellas will be allowed on the beach. Coolers, pop-up tents, canopies and large shade structures will not be allowed. New signs will be posted at the beach access points and parks and are shown at the bottom of this email.  

In addition, the City is revising the beach access regulations to allow entry and exit and at all beach access stairs. However, face coverings will be mandatory at all times on the stairways and social distancing of at least 6 feet must be adhered to at all times. Single-file entry/exit is required and no exercising on or gathering, stopping, or standing at any time on the stairs or overlooks. 
Health Directives
The state has provided guidance on the opening of additional services and businesses, with limitations. Each entity needs to review state guidance and complete the County's Safe Reopening Plan, print and post it at their entrance.

San Diego County and California public health officials have issued additional orders to prevent the spread of COVID-19. To view the current health order effective May 27 and learn more on what each order means visit here.

The following businesses should remain closed:
  • Bars and nightclubs 
  • Hotels, Airbnb, VRBO
  • Gyms, fitness centers
  • Nail Salons
  • Entertainment venues 
  • Public events and gatherings
  • Beach parking lots
Hotel and Lodging Establishments
Hotels and other lodging establishments, such as Airbnb’s, are higher-risk workplaces and are not allowed to be opened for non-essential purposes until the State’s Stage 3 of the reopening plan. 

The County is aware of a number of hotels that are either operating or planning to open soon, some of them advertising through email or press releases availability for “staycations.” A letter was recently provided to the San Diego County Hotel-Motel Association with existing guidance to clarify any confusion.

As we continue to move forward, the California Department of Public Health (CDPH) and CalOSHA have updated the Industry Guidance: Hotels and Lodging on May 12, 2020 for hotels and other lodging establishments to prepare for the ability to open in Stage 3.

Solana Beach Library Adds Door-side Services

Solana Beach Library Adds Door-side Services
Beginning June 1, 2020. Monday through Friday, 10 am to 4 pm. 
Door-side service will allow the pickup of requested items by appointment only. All public health orders will apply to these visits, and instructions will be provided by the library staff when they contact people. This is the only “traditional” library service that will be available until further notice. 

How the door-side service works: 
  • If you had items on the request shelf on the day the library closed, library staff will contact you to set an appointment to pick up these items. 
  • Staff will provide pickup instructions when they make your appointment. Please note that masks and social distancing will be required for all staff and customers. 
  • Arrive at your appointed time. Tell the staff your last name. They will provide you with your materials, which will already be checked out to you. 
  • The Library is not accepting returns or charging late fees at this time. Hold on to your materials until we begin accepting returns.

In an ongoing effort to increase public participation at City Council meetings under current State and County public heath orders, the City is happy to announce the ability to provide public comments during Zoom Council meetings. For the past few City Council meetings, the public could submit written comments prior to the start of the meeting. Starting with this coming meeting on Wednesday, May 27th, the City will accommodate public comment orally during the meeting for Oral Communications, Public Hearings and Staff Reports. In order to effectively manage this process, instructions have been established and are outlined below.

Provide Live Comments during Meeting

If you wish to provide a live verbal comment during the meeting, register for the Zoom Virtual (City Council Meeting) Webinar (registration required).

1) EMAIL a Speaker Request by 12:00 p.m. (noon) on meeting day to EMAILGRP-CityClerksOfc@cosb.org
  • Subject line should include Request to Speak
  • Content should include the Item/Topic you would like to speak on.

AND

2) REGISTER as a speaker on meeting day by 12:00 p.m. (noon) by going to: https://us02web.zoom.us/webinar/register/WN_EEXKcmQ7Q0ac3glGgX2e-g
and follow the required prompts to receive a confirmation email with your log in link.

  • Join the meeting 30 minutes before the meeting begins by clicking on the link provided in your confirmation email.

  • Speaking participants may use the computer's microphone and speakers to listen and communicate or they may also call into the meeting by dialing into the meeting with a telephone (this information will be provided in your email confirmation). If you call in as well for better audio, mute your computer's speakers to eliminate feedback.

  • Participants will be called upon from those who have submitted the Speaker Request, registered, and logged on as described above. You will be called on by name and unmuted by the meeting organizer and may provide comments for the allotted time. Allotted speaker times are listed under each Agenda section.

  • Do not self-mute since you will muted when you enter the meeting and organizers will unmute you to provide comments. All oral comments received prior to the close of the meeting will be made part of the meeting record.

The public is still able to watch the live stream online or on the local government public access channel. Please see the meeting page for relative channels.

Submit Written Correspondence for the Record

Written correspondence regarding an agenda item at an open session meeting should be submitted to the City Clerk’s Office at EMAILGRP-CityClerksOfc@cosb.org with the Subject line including the meeting date of May 27, 2020. Please include the Agenda Item # and topic in your email.

  • Correspondence received after the official posting of the agenda, but before 12:00 p.m. on meeting day, will be distributed to Council and made available to the public online along with the agenda posting.
  • Written submittals will be added to the record and not read out loud.
  • All submittals received before the start of the meeting will be made part of the record.

Community Grant Program FY 2020-21

Community Grant Program FY 2020-21
The City of Solana Beach is soliciting grant applications 
until 5:00 p.m., Thursday, June 11, 2020.
The City Council has a total of $25,000 available for community organizations.
A maximum of two grant applications may be submitted per community organization. Grants will be awarded with a maximum award of $5,000.
