SANDAG Regional Transportation Plan Open House
Wednesday, April 25th, 5:30 to 7:30 pm, at the Encinitas Public Library
The Regional Transportation Plan is required to be updated every 4 years. The San Diego Association of Governments (SANDAG) is starting work to develop an updated big-picture vision for our region as well as an implementation program to make that vision a reality. San Diego Forward: The 2019-2050 Regional Plan, once adopted, will lay out a comprehensive path forward for our region, taking into account how our approach to land use, transportation, technology, infrastructure, open space, and the environment can evolve to meet our region's growing and changing needs. The Regional Plan is intended to represent all the different communities and constituencies that encompass our diverse region, one more reason why SANDAG needs participation by the community.
 
To gain a robust dialogue with community leaders, stakeholders, and the general public, SANDAG is hosting a series of open houses throughout the County.  

In our area, SANDAG is hosting an open house on Wednesday, April 25th, 5:30 to 7:30 pm, at the Encinitas Public Library.

SOLANA ENERGY ALLIANCE (SEA)

The City is excited to announce the next significant step in providing our community
a choice in energy service providers. 
As the City works towards the June 1st launch of the Solana Energy Alliance (SEA), we have entered into the 60-day countdown to launch. As you may already have received the first enrollment notice in the mail with detailed information on the new energy program. The City has been actively exploring the formation of SEA for over 7 years and is excited to offer the County's first Community Choice Energy program. As of June 1st, SEA will be the default energy provider and will offer the following benefits to those that remain in the program:
 
  • Higher renewable energy content (50% renewable, 75% Greenhouse Gas (GHG) emissions-free)
  • Lower costs (3% reduction in the energy costs compared to SDG&E)
  • More local control (the City Council oversees the program, 
  • including setting rates in a public forum)
  • More choice for customers (currently, the only choice is SDG&E)
  • Higher credit compensation for Net Energy Metering (NEM) customers (i.e., solar)
  • Continued Billing by SDG&E - customers will continue to receive one bill from SDG&E with SEA's lower energy costs separately identified
In case you have not been keeping up with the many public meetings and workshops over the past several years, the City has also developed a dedicated website that contains more information on the program details and includes, among other things, a FAQ, rate schedule and rate comparison. There is also a dedicated call center (858-720-4422) where you can talk to someone to get more information and get your questions answered.  
 
SEA will help Solana Beach lead the way in reducing GHG emissions, improving the quality of life and meeting its Climate Action Plan goals. The Solana Energy Alliance invites you to catch a New Wave of Energy for Solana Beach!

Notice of Availability of a Draft Environmental Impact Report for The Solana 101 Project
SUMMARY:
Notice is hereby given by the City of Solana Beach, Community Development Department, as the lead agency pursuant to the California Environmental Quality Act (CEQA), that the above-named Draft Environmental Impact Report (DEIR) is available for public review and comment. Comments on the DEIR will be received for a 45-day period, commencing on April 19, 2018 and ending at 5:00 p.m. on June 4, 2018, after which a Final EIR will be prepared containing comments and responses to comments that, together with the DEIR, will form the Final EIR. The Final EIR will be used by the Solana Beach City Council in its consideration of approval of the proposed Solana 101 project described below.

PROJECT LOCATION AND DESCRIPTION:
The proposed project is located in the City of Solana Beach in western San Diego County. The 1.95 gross acre (1.79 net acre) project site is located west of Highway 101, the Coastal Rail Trail, and the North County Transit District (NCTD) railroad right-of-way (ROW), north of Dahlia Drive, east of South Sierra Avenue, and south of an existing commercial development (CVS Pharmacy) south of Lomas Santa Fe Drive.
The proposed project is a mixed-use development that includes proposed consisting of commercial office, retail, and restaurant space, two levels of underground parking and 25 residential units.

Build North Coast Corridor Construction Notice
Overnight and Weekend Work
April 21 - 22 Near Cardiff-by-the-Sea
As part of the San Elijo Lagoon Double Track Project, overnight and weekend work is planned for Saturday, April 21, from 12:30 a.m. to 3 a.m. on Monday, April 23, as construction crews continue to lay new track north of Chesterfield Avenue, and prepare recently laid track for eventual train service. 

Additionally, crews will begin to remove the temporary work platform that was built across the San Elijo Lagoon's inlet to allow the construction of a new, double-tracked concrete rail bridge alongside the more than 60-year old wooden trestle.

The work will occur during an Absolute Work Window (AWW) where rail service will be temporarily suspended between Oceanside and San Diego, allowing crews to meet significant construction milestones and work unimpeded while all rail services are halted.
Nearby residents and businesses can expect intermittent day and nighttime noise and lights. Crews will work to minimize noise and other impacts to nearby residents. Your patience during construction is appreciated.
