SANDAG LOSSAN Rail Realignment Project

Preparation of Draft Environmental Impact Report 

And Public Meeting June 18th

The San Diego Association of Governments (SANDAG) has released the Notice of Preparation (NOP) for the Draft Environmental Impact Report (EIR) on the San Diego portion of the Rail Realignment Project. It is the beginning of the process, but now is the time to learn more about the project alternatives and share your input on the alternatives and important studies and analysis that will be completed for a Draft EIR. The Scoping Meeting on June 18th, is your opportunity to get involved and help shape the project alternatives that could significantly impact not only our region, but also the City of Solana Beach, the Fairgrounds, and San Dieguito Lagoon.


What is the LOSSAN Rail Realignment Project?


This project aims to address the pressing issue of eroding bluffs along the Del Mar coastline by relocating the existing railroad tracks to a more stable alignment to ensure the long-term reliability and efficiency of train access up and down the San Diego region.


What is being proposed?


SANDAG has proposed three alternatives which arose from a comprehensive study that looked at more than a dozen design and alignment alternatives. One of the proposed alternatives - Alternative A (shown below) involves the redevelopment of the previously improved southern end of the Solana Beach railroad trench and the creation of a tunnel in Solana Beach starting at Lomas Santa Fe, under Via de la Valle, the Fairgrounds and the San Dieguito Lagoon. The other two – Alternatives B and C – start in Del Mar immediately south of the San Dieguito rivermouth with two different alignments – one with deep tunneling 300 feet under Crest Canyon, and the other under Camino del Mar/Highway 101.

Why the CEQA NOP is Important to You


The California Environmental Quality Act (CEQA) mandates the issuance of an NOP to inform the public about the preparation of a comprehensive environmental review document (Draft EIR). The public, stakeholders, and other interested persons and businesses are invited to provide input on ways in which there may be a significant direct or indirect impacts on the environment, during and after the 7+ year construction period, and most importantly, other alternatives that should be considered. Your participation at the NOP Public Meeting on June 18th ensures that your input is received early and the EIR addresses all relevant environmental impacts and community concerns. This is your chance to influence decisions that will affect the environment, public safety, and the quality of life in our City. 


How to Participate and Submit Your Comments


SANDAG will be holding a Public Scoping Meeting to discuss the Draft EIR for the LOSSAN Rail Realignment Project. This meeting will take place on June 18, 2024, from 6:00 PM to 7:30 PM at the San Diego Marriott Del Mar, located at 11966 El Camino Real, San Diego, CA 92130. Free parking will be provided.

 

This meeting is your chance to learn more about the project, ask questions, and provide feedback. Your participation is essential. If you cannot attend the meeting, you can still make your voice heard by submitting written comments in two ways:

 

  1. By Mail: Address your comments to SANDAG, 401 B Street, Suite 800, San Diego, CA 92101, ATTN: Tim Pesce.
  2. By Email: Send your comments with the subject line "SDLRR Project NOP" to lossancorridor@sandag.org. (please feel free to copy the City of Solana Beach email address: LOSSANaligntment@cosb.org.)


Comments should be submitted as soon as possible but no later than July 19, 2024.

Summer in Solana Beach

Get ready to kick off summer in style as June brings waves of fun and excitement to our City! Despite the lingering "June Gloom," the temperatures are warming up and our newly widened beaches are calling your name. The community is buzzing with an array of fun-filled family events that will keep the good times rolling all summer long. From the Concerts at the Cove and Beach Blanket Movie Night to the Fair and Fourth of July fireworks, there's no shortage of fun. So, even though the skies may be a bit cloudy in the morning, get out there and experience the Solana Beach spirit of summer! 

Concerts at the Cove

The City has once again teamed up with the Belly Up Tavern for the annual Solana Beach “Concerts at the Cove” series, held every Thursday throughout summer starting next week on June 13th to August 8th. Concerts at the Cove brings local musicians to Fletcher Cove Park to perform for audiences of all ages. The concert series focuses on family recreation and cultural experiences in a relaxed outdoor setting by the beach, offering an opportunity for families and friends to enjoy a variety of musical styles at sunset. Get ready to dance and be sure to get their early to reserve your spot as the park fills up. This year promises an exciting lineup of talented artists that you won't want to miss!

Next Week's Performance: Fleetwood MAX

Fleetwood MAX has been hailed as one of the most authentic-sounding Fleetwood Mac tribute bands in the country! With their incredible blend of strong vocalists, they mirror the harmonies and dynamics of the original band. Fleetwood MAX aims to capture not only the music but also the appearance and the aesthetics of what makes this iconic band so special. This tribute act will make you feel like you are experiencing one of the iconic band’s concerts.

Beach Blanket Movie Night

Save the date for the annual Beach Blanket Movie Night on Saturday, August 10th, from 6:00-10:00 PM. Get ready to bring a blanket, pack a picnic, and head on down to Fletcher Cove Park for a fun-filled evening and a movie under the stars! The evening begins with live music by Jackstraws Surf Band, followed by the feature presentation "The Little Mermaid". Plenty of refreshments will be available, including pizza, popcorn, cookies, and brownies. Participate in a prize give-away with big-ticket items, including wetsuits, gift cards, baskets and much more!

The San Diego County Fair

The 2024 Fair season opens up next week on June 12th and runs through July 7th a bit past its usual finale on July 4th. The Fair will be closed Mondays and Tuesdays. This is a community advisory to remind everyone that traffic and noise tend to increase during this time. The City would like to remind you to plan accordingly during busy Fair events and weekends, especially when using Via de la Valle. The Fair has set up phone numbers and an email address for all concerns, questions, or issues related to the Fair, which you can find by clicking "Learn More" below.

The Del Mar Races

The Del Mar Thoroughbred Club's 2024 Summer Racing Season is set to open on Saturday, July 20th, and will offer eight weeks of racing, concluding on Sunday, September 8th. While every race day is special, Opening Day holds a unique significance. It's a beloved local tradition, drawing large crowds to enjoy world-class racing and showcase their famous Opening Day hats. Residents should anticipate heavy traffic and plan accordingly for the bustling festivities on Saturday, July 20th. The Races are dark each Monday, Tuesday and Wednesday.

Solana Beach Bilingual Games Day

Join the City and Solana Beach Community Connections for another exciting Bilingual Games Day! This monthly community event will be held at La Colonia Community Center on Thursday, June 13th, from 12:00 PM to 2:00 PM. Come enjoy a variety of games, including Lotería, Scrabble, Dominoes, Uno, American Mahjongg, and Corn Hole. Bring along a friend and help spread the word! This is just the second event in a series of many planned as part of our new partnership, aimed at bringing more fun and get-togethers for all members of the community.

Though the topic may be daunting, it's essential for everyone to explore their options and embrace the possibility of a peaceful transition.

Current City Hall Gallery Exhibit

"The Long Years" by Christopher Lloyd Tucker

Did you know Solana Beach City Hall hosts a different art exhibit every two months? Come view the newest City Hall Gallery Exhibit "The Long Years" by Christopher Lloyd Tucker. Tucker's distinctive artistic blend of woodwork, metalwork, and digital art is showcased in his recent creations, where he transforms digital drawings into three-dimensions by assembling laser-cut exotic hardwoods or multicolored acrylic sheets into mosaic-like artworks, elegantly framed within hardwood. Come check out these remarkable pieces in person during regular business hours. This exhibit will be on display until June 30th.
