Important Reminders for Fourth of July

The City would like to wish everyone a very happy Fourth of July holiday! Let's make this holiday memorable for all the right reasons by prioritizing safety, respecting regulations, and being mindful of our surroundings and our neighbors. Together, we can make this Fourth of July enjoyable and safe for all. We hope you all enjoy the holiday with family and friends, but please remember to enjoy the celebrations responsibly!

Firework Safety

The City would to remind everyone that all fireworks, including sparklers and poppers, are banned from use in Solana Beach, Encinitas, and Del Mar. Fireworks can be unpredictable and pose serious risks, accounting for 44% of burn injuries in the month of July. They can also ignite structures and spark brushfires, jeopardizing lives and properties. To enjoy the dazzling displays safely, we encourage you to attend public fireworks shows at Legoland or the San Diego County Fair. These professional displays are conducted under controlled conditions, ensuring a spectacular and secure experience for everyone.

Beach Safety

It is almost time for the biggest beach holiday of the summer. The Solana Beach Lifeguards would like to share some beach safety tips to ensure a fun, safe holiday weekend. Be mindful of the steeper beach slope leading to a quick drop-off and potential shore break, so please watch your small children even near the shore. Always swim near a lifeguard, preferably in designated swim areas. Stay away from bluffs, overhangs, and caves. Always follow beach and park rules: no fireworks, alcohol, glass, smoking, drones, or beach camping. Have a safe and memorable Fourth of July in Solana Beach!

Pet Safety

Protect your pets this Fourth of July! Each year, this holiday sees a surge in stray animals entering shelters, often due to pets being frightened by fireworks. Take steps to prevent them from getting lost. License your dog, microchip them, use collars with contact info, consult a vet for stress-reducing meds, arrange for a pet sitter, create a safe home sanctuary, and keep dogs leashed.

Solana Circle Road Closure

As an important reminder, Solana Circle will once again be closed from 7:00 PM to 10:00 PM on Thursday, July 4th due to the fireworks show at the Del Mar Fairgrounds. The road closures will be at the intersection of Solana Circle and Via de la Valle and Solana Circle and Nardo Avenue. No vehicles (besides public safety vehicles) will be allowed to enter or exit during the closure.

SANDAG's LOSSAN Rail Realignment Update

Thank you to everyone who attended and provided public comments during the special SANDAG presentation on the San Diego LOSSAN Rail Realignment project at the City Council Meeting last Wednesday night. The Council Chambers were packed with residents who had important comments to share!


This special presentation at the June 26th Solana Beach City Council meeting covered the project's scope, the three proposed alternatives, and the Notice of Preparation (NOP). SANDAG staff discussed the potential new routes, the CEQA process, and answered questions from attendees. The public was encouraged to attend and had the opportunity to provide formal comments on the NOP to SANDAG.


Additionally, this item was on the SANDAG Board of Director’s agenda on Friday, June 28th. Mayor Lesa Heebner and Deputy Mayor Jewel Edson provided comments. Mayor Heebner led the Board to approve a multi-jurisdictional stakeholder group to conduct a value analysis of the proposed alternatives, to explore modifications to the current Alternatives as well as envision new Alternatives. This is an important and prudent step that we are committed to with all stakeholders in an attempt to develop a solution that works for all interested parties. 


We still encourage everyone to submit comments on the NOP by July 19th to make sure your voices are heard. If you haven't made a public comment yet, please do so—your input matters! You can still provide input by submitting public comments in two ways:

Upcoming Holiday Observances

City Hall Holiday Closure

In observance of Independence Day, Solana Beach City Hall and all non-essential City buildings will be closed on Thursday, July 4th. Regular hours will resume on Monday, July 6th. Have a wonderful and safe holiday!

In observance of the Independence Day holiday, EDCO's residential collection services will not be performed on Thursday, July 4th. All residential collections starting Thursday will be delayed by one-day due to the holiday.

Community Events

Concerts at the Cove

The Solana Beach "Concerts at the Cove" series is now in full swing with two amazing performances. This beachside concert series is designed for audiences of all ages and will be held every Thursday from 6:00 PM throughout the summer until August 8th, except for July 4th. The park fills up quickly, so arrive early to reserve your spot! The public is encouraged to arrive “car-free”, bring low-back beach chairs, ground covers or blankets and picnics. If you are planning to bring dinner, please remember to shop locally! 


REMINDER: NO CONCERT ON JULY 4TH

July 11th Performance: Coronado Big Band

The Coronado Big Band (CBB) is a multi-faceted 17-piece swing band that plays traditional swing standards as well as contemporary big band hits. The CBB was formed in 1997 as a local big band to give Coronado high school students a jazz band opportunity not available at school. They are now flourishing as San Diego's best swing big band, regularly playing their music all around San Diego county. The band continually adds the latest popular tunes to its extensive library with the intention of entertaining audiences with familiar music.

City Hall Gallery Opening Reception:

San Dieguito Art Guild Member Show

Join the Solana Beach Public Arts Commission for the opening reception of the newest City Hall Gallery exhibit, featuring an exclusive member show from the San Dieguito Art Guild, on Saturday, July 13th, from 2:00-4:00 PM. Sixteen talented artists will be present to discuss their diverse range of works, including stained glass, oil paintings, watercolors, sculpture, and mosaics. Enjoy light refreshments, meet the artists, and have the opportunity to purchase unique pieces. This free event is a great way to support local art and the San Dieguito Art Guild, a non-profit representing over 200 artists. Don’t miss this special celebration of creativity and community!

SANDAG's LOSSAN Rail Realignment Update

SPECIAL CITY COUNCIL PRESENTATION JUNE 26th

Solana Beach City Hall, Wednesday, June 26th at 6:00 PM

Thank you to everyone who attended and provided public comments at the SANDAG LOSSAN Rail Realignment Public Scoping Meeting on Tuesday, June 18th. We have heard from many of you that you would like to get involved to learn more about the proposed project and share your thoughts or suggest other alternatives to be considered.


Your input is important and so at the request of the City Council, SANDAG staff will be at the next City Council Meeting to give a presentation on this very important topic. The public is invited and encouraged to attend this meeting of the City Council at Solana Beach City Hall on Wednesday, June 26th at 6:00 PM for a special presentation from SANDAG on the scope of the Project, the three Alternatives proposed, and the Notice of Preparation (NOP). Their staff will provide a brief presentation about the proposed project and the new potential routes, discuss the CEQA process, and answer questions. There will be an opportunity at this meeting to provide formal comments on the NOP to SANDAG.


PROJECT BACKGROUND


SANDAG has initiated the environmental phase of the San Diego LOSSAN Rail Realignment project to move the tracks away from the coastal bluffs in response to the ongoing erosion and threat to the train/Coaster tracks that connect San Diego to San Luis Obispo. On June 4th, SANDAG released the Notice of Preparation (NOP) for the Draft Environmental Impact Report (EIR) proposing three alternatives. Two previously proposed and analyzed alternatives – Alternative B and C – would relocate the tracks east under the cities of Del Mar and San Diego, with portals near Los Peñasquitos Lagoon on the south and near Jimmy Durante at the north. Alternative A, added to the NOP for consideration, would initiate tunneling at Lomas Santa Fe to Via de la Valle within a widened double-tracked trench, extending south under Stevens Creek, the Del Mar Fairgrounds, and continuing under the San Dieguito Lagoon to align with the I-5.


Some of the facts concerning Alternative A gleaned from the SANDAG screening analysis are, Alternative A:


  • Is the longest of the three alternative alignments with significantly higher costs (approx. $4.4+ billion);
  • Will impact rail operations requiring extended construction timelines and Shoofly operations to facilitate freight and passenger rail service on a controlled schedule;
  • Would require boring and tunneling under the San Dieguito Lagoon, and unknown impacts to Stevens Creek floodway;
  • Will disrupt the Del Mar Fairgrounds operations and future land use opportunities;
  • Would impact directly or indirectly businesses and homes along S. Cedros for 7 to 10 years.


The City is requesting that SANDAG withdraw the NOP to take time to inform and engage the additional stakeholders now directly affected by Alternative A as included in the NOP, and to reinitiate the NOP along with the concurrent Federal environmental process (National Environmental Policy Act) later this year.


SUBMIT PUBLIC COMMENTS


If you cannot attend the upcoming City Council meeting, you can still provide input by submitting public comments in two ways:

Comments should be submitted as soon as possible but no later than July 19, 2024. Don't miss this opportunity to make your voice heard!

Summer Camp Programs are in Full Swing

The Solana Beach Junior Lifeguards and Summer Camp Program are in full swing! You’ll find Junior Lifeguards and Groms at Seascape Sur beach every weekday from 8:00 AM to 3:30 PM for the next 8 weeks, learning about ocean safety, rescue techniques, and first aid. Our dedicated summer camp crew will use the Fletcher Cove Community Center as their learning facility during the week and will join beachgoers every Monday, Tuesday, and Friday from 12:00 to 1:30 PM. With today marking the first day of summer, our new beach is set to be bustling this season!

Current City Hall Gallery Exhibit

"The Long Years" by Christopher Lloyd Tucker

Did you know Solana Beach City Hall hosts a different art exhibit every two months? Come view the newest City Hall Gallery Exhibit "The Long Years" by Christopher Lloyd Tucker. Tucker's distinctive artistic blend of woodwork, metalwork, and digital art is showcased in his recent creations, where he transforms digital drawings into three-dimensions by assembling laser-cut exotic hardwoods or multicolored acrylic sheets into mosaic-like artworks, elegantly framed within hardwood. Come check out these remarkable pieces in person during regular business hours. This exhibit will be on display until June 30th.
