During these Financially Difficult Times 
Local Business and Residential Relief Actions Taken by City Council

At the April 22nd City Council meeting, Council approved various actions in an attempt to help support local businesses and residents during the financial crisis caused by the COVID-19 pandemic. The Council hopes the following measures will provide a little extra support:

  • 2020 Business Certificate fees will be waived for all businesses.
  • No Solana Energy Alliance (SEA) customers will be sent to collections for non-payment.
  • All Short-Term Vacation Rental permit renewals will be charged at the 2018 rate ($17 renewal fee), which is lower than the rates initially approved by Council for 2020 ($56 renewal fee).
  • Sewer rates that were scheduled for a possible increase will instead remain at current levels.

In addition, the City will waive permit fees for those who were affected by the recent landslides from the heavy rains and who need to apply for grading permits.

Beach Closure Update - Beaches to Remain Closed Tomorrow
TORREY PINES, DEL MAR, SOLANA BEACH, CARDIFF/SEASIDE, AND CARLSBAD BEACHES WILL REMAIN CLOSED THIS WEEK – BEACHES TO REOPEN NEXT WEEK!

On Friday afternoon, the County Health Officer unexpectedly announced that recreational water use restrictions (except for boating) would be lifted countywide effective at sunrise on Monday, April 27th. The Amended County Health Order expressly left the authority to maintain beach closures with each individual city/agency. All coastal cities had been working together on a coordinated beach reopening for the week of May 4th. The County announcement came as a complete surprise. Despite this unanticipated announcement, north coastal cities have continued to coordinate with one another. We intend to put plans in place under which limited beach and water activities can be allowed while providing the social/physical distancing necessary to adequately protect the public health as mandated by County Health and State Orders. This coordination is also essential to ensure that no single city is adversely impacted due to adjacent beaches remaining closed.

At this point, State Beaches including Torrey Pines, South Cardiff, Cardiff and Carlsbad will remain closed this week. City beaches in Del Mar, Solana Beach and Carlsbad will also remain closed this week. Please understand that our primary concern is the health and safety of the public as well as the health and safety of city employees.

The good news is that Solana Beach, along with these other jurisdictions, are preparing to reopen our beaches the week of May 4th – the target date the majority of coastal cities had identified during countywide discussions last week. We ask for your continued patience as we put in place the County-mandated plan to ensure the protection of the public’s health and safety. That, after all, must be our overarching objective.

It is important to note that the Statewide Stay-at-Home Order remains in effect. People should continue to leave their homes for only essential needs including groceries, medicine and health care.  While State guidance under this Order allows for people to get outside for exercise and fresh air, the State and County have ordered all beach parking lots in San Diego County remain closed.

Finally, pursuant to the Amended Health Order, our beach will be reopened next week only to the extent the public complies with all social/physical distancing, face covering, beach use and beach access directives. Failure to comply with these posted directives may require the reclosure of the beach. We are all in this together, and to the extent that we can all follow the guidelines established by the Amended County Health Order, we hope to keep the beaches open and slowly move to lessen the restrictions in compliance with State and County guidelines.

Again, we ask for your understanding and continued patience as we prepare to reopen our beach next week.

Community-wide Fiber Optic Network Update

Community-wide Fiber Optic Network Update
Phases 1, 2, and 3 of an ongoing city-wide fiber-optic network installation is nearing completion. Phase 4 includes trenching portions of Lomas Santa Fe, Stevens Ave, Glenmont, North Granados, South Granados, Nardo, San Rodolfo, parts of Glencrest, Dell, Hilmen, El Viento, and Solana Hills.

Phase 4 will start in approximately two weeks. The contractor will be working in these areas for about eight weeks. Every effort will be made to minimize traffic impacts. Please pay extra attention to all traffic control signs within the work zone.

Beach Closure Update - Joint Press Release Solana Beach & Del Mar Beaches to Remain Closed
Today the County of San Diego announced that the water restrictions in its County Health Order would be removed effective Monday, April 27th, and that individual cities would be responsible for their respective beach closures. As such, the cities of Del Mar and Solana Beach are issuing this joint release to advise the public that we will not be reopening our beaches on Monday, April 27th. Our beaches will remain closed until further notice while the two cities respectively evaluate the staffing, protocols, and logistics necessary to reopen the beaches in accordance with the requirements of the County Health Officer’s amended health order, and in order to protect the health and safety of city personnel and the public.
 
While Del Mar and Solana Beach participated in a regional discussion this week regarding a coordinated approach to reopening beaches, the cities did not approve the phased approach referenced both by the County of San Diego and City of San Diego. As was expressed as recently as Wednesday this week, there was inadequate time for each city to share their unique concerns and needs for a coordinated approach to reopening the beaches and to discuss this approach with our respective City Councils.
 
Throughout the discussions, all parties, including the County, agreed that reopening of our beaches and the implementation of a two-phased approach would occur in accordance with State and Federal guidelines for reopening based on Coronavirus data points for the region. However, the number of confirmed COVID-19 cases reported today by the County of San Diego indicates a dramatic two-day spike of cases rather than a downward or flattening trend.
 
As part of any beach reopening, the County’s order requires that limiting parking and beach activity to walking and running remain in effect. This will require the cities of Del Mar and Solana Beach to evaluate how best to implement these and other public safety measures, including providing the necessary staffing and personal protective equipment (PPE) necessary to render medical aid and monitor and enforce public safety, as well as the costs associated with implementation. The cities of Del Mar and Solana Beach remain committed to continuing the regional dialogue in anticipation of reopening our beaches when the data confirms that it is safe to do so.
