Meetings are broadcast LIVE on cable (Cox Channel 19, Time Warner Channel 24, and AT&T U-verse Channel 99), Web-streamed live online, and archived the next day for future viewing.

Public Participation

In an ongoing effort to increase public participation at City Council meetings under current State and County public heath orders, the City is providing some alternate participation options during Zoom Council meetings. In order to effectively manage this process, instructions have been established and are outlined below.

Provide Live Comments during Meeting

If you wish to provide a live verbal comment during the meeting, register for the Zoom Virtual (City Council Meeting) Webinar (registration required).

1) EMAIL a Speaker Request by 3:00 p.m. (3 hrs. prior to mtg.) on meeting day to clerkoffice@cosb.org

Subject line should include Speaker Request for date of Mtg
Content should include the Item/Topic you would like to speak on.

AND

2) REGISTER as a speaker on meeting day by 3:00 p.m. (3 hrs. prior to the start of the meeting time) by going to the link on the meeting's agenda and follow the required prompts to receive a confirmation email with your log in link.

Join the meeting 30 minutes before the meeting begins by clicking on the link provided in your confirmation email.

Speaking participants may use the computer's microphone and speakers to listen and communicate or they may also call into the meeting by dialing into the meeting with a telephone (this information will be provided in your email confirmation). If you call in as well for better audio, mute your computer's speakers to eliminate feedback.

Participants will be called upon from those who have submitted the Speaker Request, registered, and logged on as described above. You will be called on by name and unmuted by the meeting organizer and may provide comments for the allotted time. Allotted speaker times are listed under each Agenda section.

Do not self-mute since you will muted when you enter the meeting and organizers will unmute you to provide comments. All oral comments received prior to the close of the meeting will be made part of the meeting record.

Submit Written Correspondence for the Record

Written correspondence regarding an agenda item at an open session meeting should be submitted to the City Clerk's Office at clerkoffice@cosb.org
with the Subject line including the meeting date. Please include the Agenda Item # and topic in your email.

Correspondence received after the official posting of the agenda, but before 3:00 p.m. on meeting day, will be distributed to Council and made available to the public online along with the agenda posting for the record.
Written submittals will be added to the record and not read out loud.
All submittals received before the start of the meeting will be made part of the record.

Annual Street Asphalt Pavement Repair and Rehabilitation Project

The City’s annual street asphalt pavement repair and rehabilitation project is currently underway. The City’s contractor is repairing damaged asphalt pavement on local streets throughout the City during regular business hours (7:30am to 4:30pm).

Due to the high volume of traffic on Lomas Santa Fe Drive, especially near the freeway ramps, the asphalt pavement repair work (from Las Banderas to Nardo) will be completed at night, between 7:00pm Thursday, January 7th to 6:00am Friday, January 8th.

Please pay extra attention to the construction and traffic control signs when traveling through work zones. City Staff will be monitoring all construction activities to minimize the impact.

Christmas Tree Curbside Collection

Residents can recycle Christmas trees by placing them at the curb on your regular collection day December 26, 2020 - January 8, 2021, including flocked trees. Trees over four feet should be cut in half for collection. Please remember to remove all lights and ornaments before recycling your tree.

Christmas Tree Drop-Off Locations

Drop-off sites will also be available from December 26, 2020 through January 11, 2021 at City Hall, 635 S. Hwy 101, and La Colonia Park, 715 Valley Avenue.

Drop-off locations are for CHRISTMAS TREES ONLY. Christmas trees do not need to be cut down for recycling at drop-off locations. Please remember to remove all lights and ornaments before recycling your tree.

Styrofoam Packaging: Recycle in your blue cart (no packing peanuts).

Gift & Cardboard Boxes: Flatten boxes and recycle as mixed paper in your blue cart.

Christmas Trees and Wreaths: Recycle wreaths as green waste in your greenwaste cart for collection. Please remove all ornaments. Christmas trees can be recycled by placing them at the curb on your collection day per above mentioned instructions and curbside collection dates. Please remove all lights and ornaments.

Modifying your Holiday Plans during COVID-19

Officials are Cautioning against

Traveling and Gathering during the Holidays.

As we approach the end of 2020, the City of Solana Beach and the City Council would like to wish everyone a Happy Holiday Season. Given the challenges of this difficult year, however, it is important to be aware that we are currently experiencing the most dramatic escalation of the COVID-19 pandemic to date. This is especially true in Southern California, San Diego County, and even here in Solana Beach, as case numbers, hospitalizations, intensive care unit referrals, and deaths are escalating at an alarming rate. For context, in March of this year, the highest weekly total number of cases was 370 and in July it was 3,743, an increase of 911%. Following the recent Stay at Home Order that went into effect on December 6th, 18,016 cases were confirmed in the County last week. This marks an increase of 4,769% since March, a 381% increase since July, and a 72% increase since December 6th.

Now, more than ever, it is imperative that we all look out for one another in the spirit of the holiday season. Health experts agree that travel and gatherings over the long Thanksgiving weekend were a primary contributor to the escalating spread of COVID-19. As such, local, state, and federal health officials are cautioning against traveling and gathering during these holidays to prevent the spread of COVID-19 to both loved ones and strangers alike.

To underscore the urgency of the situation, please note the following statistics as of December 22nd:

Since mid-October, much like the rest of the County, Solana Beach has seen a 319% increase in the number of confirmed COVID-19 cases.
Since the recent Stay at Home Order went into effect on December 6th, Solana Beach has averaged four new COVID-19 cases per day.
Solana Beach now has 214 confirmed COVID-19 cases, representing a 1.6% infection rate of our City’s residents.

As shown in the following two charts, confirmed weekly cases in the County have increased 4½ times since mid-November, reaching 18,016 cases last week alone, while testing has risen only two times in the same timespan:

Also, of late, hospitalizations have dramatically increased, with ICU capacity being stretched to the limit both locally and regionally. Sadly, the number of COVID-19 deaths has dramatically escalated Countywide, as revealed in the following charts:

Again, now more than ever, we need to focus on what each of us can do to stop the spread of this extremely contagious virus. To that end, the CDC has recommended that the safest way to celebrate the winter holidays is at home with the people who live with you. Travel and gatherings with family and friends who do not live with you can increase your chances of getting or spreading COVID-19.

We are all in this together, and our hope is that by continuing to make short-term sacrifices, particularly during the holiday season of giving, we will all benefit in the long-term.

COVID-19 RELIEF RENTAL ASSISTANCE PROGRAM

APPLICATION EXTENSION

In recognition of the serious and continuing economic impact the COVID-19 pandemic is having on our City’s residents and families, particularly those of lower-income households, the City of Solana Beach is extending the application period for its Rental Relief Assistance Program. The City invites eligible residents economically impacted by the COVID-19 pandemic to apply for a Rental Relief Assistance Grant. Grants will be issued for up to $3,500. The grants will be paid directly to an applicant’s property owner or manager. The program is intended for low-income households as defined in the Area Median Income chart below:

Applicants are encouraged to apply as soon as possible. Eligible residents must also show evidence of the following:

That they were current on their rent before March 2020;
The amount of rent owed or in arrears; and
Attest that they are unable to pay rent due to economic hardship caused by the COVID-19 pandemic.

The program is being administered for the City by the Community Resource Center (CRC). The CRC will be able to answer any questions regarding the application process. Please contact CRC at housingnavigation@crcncc.org if you have specific questions about how to apply or eligibility requirements. If you have general questions about the program, contact Rimga Viskanta, Senior Management Analyst, at rviskanta@cosb.org. The grant application should be submitted online (link below). However, if submitting online is not possible, please contact CRC to make alternate plans at (760) 300-3238.

The program is partially funded by a Community Development Block Grant (CDBG) received from the County of San Diego to recover costs and income loss due to the COVID-19 pandemic. It is also partially funded by an allocation from the State of Federal Coronavirus, Aid, Relief, and Economic Security Act Coronavirus Relief Funds (CARES Act CRF), which is also intended to provide economic relief for hardships caused by the pandemic.

En reconocimiento del impacto económico serio y continuo que la pandemia de COVID-19 está teniendo en los residentes y las familias de nuestra Ciudad, particularmente aquellos de hogares de bajos ingresos, la Ciudad de Solana Beach está extendiendo el período de solicitud para su Programa de Asistencia de Ayuda para Alquiler. La Ciudad invita a los residentes elegibles económicamente afectados por la pandemia de COVID-19 a solicitar una Subvención de Asistencia de Ayuda para Alquiler.
