The City of Solana Beach and the San Diego County Food Bank invite Solana Beach residents to two upcoming free food distribution events for those in need or affected by COVID-19. The food distribution is available for drive-through and walk-up participants and will include 25 – 40lb bags of non-perishable items and fresh produce per person. 

The events will be held in the La Colonia Park parking lot, located at 715 Valley Avenue. These events are funded by the CARES Act CDBG-CV funding.

Face coverings are required.
Proof of Solana Beach residency is required.

Small Business Financial Assistance Grant

Small Business Financial Assistance Grant
The City of Solana Beach invites eligible small businesses affected by the COVID-19 pandemic to apply for a Small Business Financial Assistance Grant. Grants will range from $2,000 to $4,000, depending on the amount of eligible applications received. Eligible businesses include those that meet the following criteria:

  • Have 20 or fewer employees;
  • Have a valid 2019 City of Solana Beach Business Certificate;
  • Were ordered to close or substantially reduce services per applicable health orders; and
  • Have a "brick-and-mortar" storefront or a customer-serving premise located in the City of Solana Beach.
 
Eligible businesses include restaurants, retail, and salons among others. Businesses whose operations were not directly affected by the COVID-19 pandemic are ineligible. For example, office-based businesses for which teleworking was/is a practical alternative are not eligible. The application should be submitted online using the following link: Small Business Grant Application or click on the button below. 

Applications will be accepted until 4:30 PM, Friday, July 17, 2020. Since the selection process will NOT be conducted on a first-come-first-served basis, applications submitted early will not benefit over those received later during the application window. Rather, applications will be ranked on various preference criteria such as whether or not the business was able to receive other financial assistance to date. Funds may be used to support general operations or to cover expenditures intended to help the business comply with public health orders.

The City has a total of $200,000 available for this program. The program is funded by an allocation of Federal CARES Act funding, through the County of San Diego, to provide some recovery of costs and loss of income due to the COVID-19 pandemic. All applications submitted will be maintained on file and reviewed again should additional funding for this program be made available.

Community-wide Fiber Optic Network Night Work at Lomas Santa Fe & I-5

Community-wide Fiber Optic Network Night Work at Lomas Santa Fe & I-5
As part of their ongoing City-wide fiber optic network installation, Netly, LLC, will be paving over the trench work they performed in Lomas Santa Fe, surrounding and below the Interstate 5 (I-5) interchange. Due to the high volume of traffic on Lomas Santa Fe and the I-5 Freeway ramps, construction work for this part of the work will be conducted at night.

This night-time work will take place during two (2) nights on July 15 and July 16 between the hours of 7:00 PM and 5:00 AM. All traffic lanes will be operational by 6:00 AM the following morning, well before morning peak hour traffic.

Construction of Phase 1 of this 17-phase project started in January 2020 and was completed in mid-March 2020. Construction of Phase 2 began the first week of March 2020 and is expected to be completed in early July. Construction in Phase 3 will start in early July and is expected to be completed in mid-August. The limits of each phase are shown on the attached map.

Public Participation
 
In an ongoing effort to increase public participation at City Council meetings under current State and County public heath orders, the City is providing some alternate participation options during Zoom Council meetings. In order to effectively manage this process, instructions have been established and are outlined below.
 
Provide Live Comments during Meeting
 
If you wish to provide a live verbal comment during the meeting, register for the Zoom Virtual (City Council Meeting) Webinar (registration required).
 
1) EMAIL a Speaker Request by 12:00 p.m. (noon) on meeting day to
    EMAILGRP-CityClerksOfc@cosb.org
  • Subject line should include Speaker Request for 7-8-20 Mtg
  • Content should include the Item/Topic you would like to speak on.
 AND

2) REGISTER as a speaker on meeting day by 12:00 p.m. (noon) by going to the link on the meeting's agenda 
and follow the required prompts to receive a confirmation email with your log in link.
  • Join the meeting 30 minutes before the meeting begins by clicking on the link provided in your confirmation email.
  • Speaking participants may use the computer's microphone and speakers to listen and communicate or they may also call into the meeting by dialing into the meeting with a telephone (this information will be provided in your email confirmation). If you call in as well for better audio, mute your computer's speakers to eliminate feedback.
  • Participants will be called upon from those who have submitted the Speaker Request, registered, and logged on as described above. You will be called on by name and unmuted by the meeting organizer and may provide comments for the allotted time. Allotted speaker times are listed under each
    Agenda section.
  • Do not self-mute since you will muted when you enter the meeting and organizers will unmute you to provide comments. All oral comments received prior to the close of the meeting will be made part of the meeting record.
Submit Written Correspondence for the Record

Written correspondence regarding an agenda item at an open session meeting should be submitted to the City Clerk's Office at EMAILGRP-CityClerksOfc@cosb.org with the Subject line including the meeting date of June 10, 2020. Please include the Agenda Item # and topic in your email.
  • Correspondence received after the official posting of the agenda, but before 12:00 p.m. on meeting day, will be distributed to Council and made available to the public online along with the agenda posting.
  • Written submittals will be added to the record and not read out loud.
  • All submittals received before the start of the meeting will be made part of the record.
