In order to effectively manage this process, instructions have been established and are outlined below.   Provide Live Comments during Meeting   If you wish to provide a live verbal comment during the meeting, register for the Zoom Virtual (City Council Meeting) Webinar (registration required).   1) EMAIL a Speaker Request by 2:00 p.m. (noon) on meeting day to     EMAILGRP-CityClerksOfc@cosb.org Subject line should include Speaker Request for date of Mtg Content should include the Item/Topic you would like to speak on OR Oral Communications-topic, for items not listed on this agenda.   AND 2) REGISTER as a speaker on meeting day by 2:00 p.m. (noon) by going to the link on the meeting's agenda and follow the required prompts to receive a confirmation email with your log in link. Join the meeting 30 minutes before the meeting begins by clicking on the link provided in your confirmation email. Speaking participants may use the computer's microphone and speakers to listen and communicate or they may also call into the meeting by dialing into the meeting with a telephone (this information will be provided in your email confirmation). If you call in as well for better audio, mute your computer's speakers to eliminate feedback. Participants will be called upon from those who have submitted the Speaker Request, registered, and logged on as described above. You will be called on by name and unmuted by the meeting organizer and may provide comments for the allotted time. Allotted speaker times are listed under each Agenda section. Do not self-mute since you will muted when you enter the meeting and organizers will unmute you to provide comments. All oral comments received prior to the close of the meeting will be made part of the meeting record. Submit Written Correspondence for the Record Written correspondence regarding an agenda item at an open session meeting should be submitted to the City Clerk's Office at EMAILGRP-CityClerksOfc@cosb.org with the Subject line including the meeting date. Please include the Agenda Item # and topic in your email. Correspondence received after the official posting of the agenda, but two hours before the start time on meeting day, will be distributed to Council and made available to the public online along with the agenda posting. Written submittals will be added to the record and not read out loud. All submittals received before the start of the meeting will be made part of the record. A Red Flag Warning was in effect

Are You Ready in Case of a Wildfire? As recently as this morning, a Red Flag Warning was in effect throughout San Diego County indicating the possible onset of critical weather and dry conditions that can lead to rapid wildfire activity. Although this Red Flag Warning has now been canceled due to a change in the weather forecast, the Solana Beach Fire Department would like to remind everyone to stay informed, be ready, and, if necessary, go early in case of a wildfire. Here are four quick things to do to prepare for a wildfire:  Download the SD EMERGENCY: Must-Have Preparedness app. The app contains disaster preparedness information and will keep you informed with emergency updates, interactive emergency maps, and shelter locations. www.readysandiego.org/SDEmergencyApp/ Sign up for alerts with AlertSanDiego. Register your cell phone number, VoIP phone number, or your email address to receive official notifications when there is a risk of an emergency or disaster. If you have large animals, have a plan to get them out early.  If a wildfire threatens your community, you don’t have to wait for an evacuation order. One less spark could mean one less wildfire. Prevent wildfires when using outdoor equipment, burning debris, camping, and more. Flex Alert Issued for Extreme Heat Storm Calling for Energy Conservation Today’s Flex Alert is available here. There is currently not a sufficient supply of energy to meet the high amounts of demand during the heatwave. Based on the current forecast and without significant conservation efforts, rotating power outages are likely throughout the state today between 4 p.m. and 9 p.m.   Consumer conservation efforts really helped both during the last heatwave and yesterday when the California Independent System Operator (CAISO) called a Stage 2 emergency due to the SoCal wildfires taking out 1,600 MW. We need everyone to help out again today and tomorrow.   The CAISO has issued another statewide Flex Alert, a call for voluntary electricity conservation, beginning Saturday and extending through Monday, from 3 p.m. to 9 p.m.   Labor Day weekend temperatures are forecast 10-20 degrees above normal for California, and the power grid operator is predicting an increase in electricity demand, primarily from air conditioning use. Overnight temperatures statewide are projected to be at least 10 degrees higher than normal, which doesn’t allow infrastructure to cool down.   Taking just a few energy conservation steps can prevent measures, such as rotating power outages or generator equipment failures that can lead to more unexpected severe losses of power.   We understand that conserving electricity is difficult, but if all Solana Beach residents and businesses are thoughtful about their energy use, even in small ways, power interruptions can be avoided or limited.  The Solana Energy Alliance and the City of Solana Beach are urging consumers to:   Between 9 p.m. and 9 a.m. Run dishwasher, washing machines or other major appliances Charge electric vehicles Charge mobile devices and laptops Set pool pumps to run Between 2 p.m. and 9 p.m. Set air conditioning thermostats to 78 degrees, if health permits Defer use of major appliances Turn off unnecessary lights Unplug unused electrical devices Close blinds and drapes Use fans when possible Limit time the refrigerator door is open For more information, view the California ISO news release.
