SANDAG BOARD MEETING 9am TOMORROW: 

LOSSAN Rail Realignment Project Update

The SANDAG Board of Directors will meet tomorrow, Friday, February 28th, to review staff recommendations and determine which alternatives for the LOSSAN Rail Realignment Project will move forward for environmental review. This decision follows months of collaboration between regional cities, agencies, and technical experts, refining over 200 ideas into the most viable alignment options. Residents and businesses are encouraged to review the study findings and provide your feedback and input – you can do so in person or virtually via Zoom. New Look to the Highland Drive Median

The Highland Drive median improvements are officially finished! The newly landscaped area features drought-tolerant plants, granite boulders, and sleek concrete edging, enhancing both aesthetics and water conservation efforts. Additionally, the median now showcases the newest public art piece, “To the Moon” by Alexander Gall, which was officially installed yesterday as part of the 2025-2026 Temporary Public Arts Exhibit. These enhancements reflect the City’s ongoing commitment to sustainability and beautification, so go take a stroll and check it out!

Sheriff's Hosted Spanish-Language

Emergency Preparedness Event at La Colonia

The North Coastal Sheriff's Station's Emergency Preparedness Event at La Colonia Community Center was a great success last night! This event was a continuation to the Spanish Language Academy from last Fall, and the community members helped coordinate the event and topics, and even cooked delicious food for all the attendees. We had a fantastic turnout, and residents had the opportunity to learn vital emergency preparedness skills in Spanish expanding the access to this very important information. Attendees gained lifesaving knowledge on basic CPR, first aid, evacuation procedures, and emergency planning. A huge thank you to the North Coastal Sheriff's Station for putting on this important event and helping our community stay informed and prepared. We hope to continue to host more of these community events throughout the year. If you have ideas for additional topics, please reach out to the City Managers office.

North Coastal Sheriff's Station Launches the

"Call Me Back" Program

Ever reported something to the Sheriff’s non-emergency hotline and wondered what happened next? The North Coastal Sheriff's Station is making sure you’re never left guessing with the “Call Me Back” program! If your report doesn’t require direct deputy contact, you’ll still get a follow-up call to keep you informed. This initiative is intended to improve communication, and ensures you know your concerns are heard and that the Sheriff’s Office has followed up. With great feedback from the community so far, this program is another step toward transparency and continuing to provide better service!

SANDAG Community Climate Priorities Survey

SANDAG is working on a plan to reduce air pollution and greenhouse gas emissions in the San Diego region! The San Diego Regional Climate Action Roadmap aims to provide a regional vision to combat climate change by building on existing climate action efforts and identifying measures to reduce greenhouse gas emissions through 2050. Be a part of the effort today! Complete the Climate Priorities Survey to let SANDAG know what efforts are important to you. This year let’s work together to fight climate change, climate pollution, and reduce our regional GHG emissions.

The Solana Beach Community Senior Center's mission is to provide excellent resources, foster meaningful relationships, and fulfill opportunities for aging well. Open to everyone, the Senior Center welcomes participants from both within and outside Solana Beach. Each week, the Senior Center offers a variety of programs, activities, and services, including classes, discussion groups, games, entertainment, and a delicious Wednesday lunch program.


Monthly & Weekly Activities:


  • Feeling Fit Club is held virtually on Mondays and Wednesdays at 8:30 AM, offering a free, guided fitness class designed for older adults.
  • Book Club meets on the second Wednesday of each month at 1:15 PM for lively discussions on selected books.
  • Ginny's Sewing Club gathers on the first and third Wednesday of each month at 10:00 AM for sewing, socializing, and community projects.
  • Wednesday Program & Lunch takes place every Wednesday at 11:30 AM, featuring engaging speakers, entertainment, and a delicious meal.
  • Memory Café meets on the second and fourth Thursday of each month from 10:00 to 11:30 AM, providing a welcoming space for socialization and brain health activities.
  • Fun & Games Club is held every Wednesday at 9:30 AM, offering a variety of board games and social activities for seniors.
  • Silver Age Yoga takes place every Friday at 11:00 AM, providing a chair-based yoga class tailored for seniors of all ability levels.

LOSSAN Rail Realignment Project Update

The City of Solana Beach continues to monitor the SANDAG LOSSAN Rail Realignment Project with the recent release of the Value Analysis Study and recommendations for Alternatives to be considered by the SANDAG Board of Directors on February 28th. The City hosted a presentation by SANDAG staff at the last Council Meeting on February 12th (View the Presentation) and Community Office Hours last week for the community to learn more about the VA Study, the project alternatives, and the next steps for the project environmental review process.


In preparation for the SANDAG Board meeting on Friday, February 28th, the City Manager will provide an update on the project at the upcoming City Council meeting on Wednesday, February 26th. The update will go over the SANDAG recommendation and an overview of the environmental process. The five alignment options presently recommended by SANDAG staff to the SANDAG Board of Directors for further environmental review are as described and illustrated below:


  1. BLUE - Under Crest Canyon (Under Jimmy Durante to I-5 Knoll): Realigned to minimize subsurface easements by routing below Crest Canyon.
  2. PINK - Under Camino Del Mar (Under Jimmy Durante to Torrey Pines Road West): Aligned to minimize subsurface easements by following below Camino del Mar.
  3. YELLOW - San Dieguito Bridge to I-5 Knoll: Aligned to minimize impacts to Del Mar, the Fairgrounds, and San Dieguito Double Track Bridge.- Shown in blue in the map below.
  4. GREEN - Del Mar Bluffs Double Track Reinforced: Maintains current alignment, adds double track along the bluffs and through Los Penasquitos Lagoon with bluff reinforcement and more robust seawalls.
  5. No Build: Includes continuation of major stabilization efforts that would be required to protect the existing single-track alignment.

The SANDAG Board meeting is the time for residents and businesses to share your thoughts on the VA Study and the recommended alternatives to the SANDAG Board of Directors. You are encouraged to review the project materials and provide input to SANDAG via email, in person, or virtually during the Board meeting. Glencrest Drive Sidewalk Improvement Plans

Going to City Council for Approval

The City is bringing forward engineering design plans to enhance pedestrian safety and walkability along Glencrest Drive, a commonly used route to connect to our local schools and shopping areas. The proposed design for this Safe Routes to Schools (SRTS) project will be presented to City Council for approval at the meeting on Wednesday, February 26th. The project includes new concrete curbs, gutters, and sidewalks on both sides of Glencrest Drive from Lomas Santa Fe Drive to Dell Street, improving the entire length of this stretch of roadway for safety and accessibility needs, while maintaining parking and driveway improvements for homes along this segment. Residents are encouraged to provide feedback by submitting written public comments in advance or by speaking in-person at the City Council meeting, this Wednesday, February 26th at 6:00 PM.

We Want YOU on a 2025 Fair Street Banner!

The City has partnered with the San Diego County Fair to showcase our very own residents on street banners promoting the Fair, displayed throughout the city! Join us for a community photo shoot on Monday, February 24th, from 4:00 to 5:00 PM at La Colonia Community Center (715 Valley Ave). This year’s theme is “Summer Pet-tacular,” so come dressed in your best pet-inspired outfit (think dog ears, kitty whiskers, or even a fun onesie) and strike a pose! Participation is free, and you get to keep your banner at no cost after the Fair! To ensure you get on a banner, reserve your spot in advance! Walk-ins are also welcome.

Full Coastal Rail Services Suspended This Weekend

All rail services in San Diego County will be suspended this weekend (Saturday, February 22nd and Sunday, February 23rd), to perform routine railroad maintenance and infrastructure work. The closure includes NCTD COASTER, Amtrak Pacific Surfliner, and BNSF freight services between San Diego and Oceanside. Regular service will resume Monday morning. Customers are urged to plan ahead and make alternative travel arrangements.

Save the Date: Summer Programs Registration

The City offers two very popular youth programs for children during the Summer break. Our Summer Camp and Junior Lifeguard programs offer our local youth the opportunity to get outdoors, have fun, meet new friends, make lasting memories and learn in the process. Junior Lifeguard registration opens on Wednesday, March 26th, at 9:00 AM. Summer Day Camp registration for Solana Beach residents will open Wednesday, March 13th, at 8:00 AM, and for non-Solana Beach residents on Wednesday, March 20th at 8:00 AM. You are highly encouraged to register at these times as the sessions will fill up fast!

Sheriff's Emergency Preparedness Event

Wednesday, February 26th, 5:00 PM


The North Coastal Sheriff's Station is hosting a free Emergency Preparedness event on Wednesday, February 26th, from 5:00 to 6:30 PM at La Colonia Community Center. The session is designed to provide vital emergency preparedness information specifically for Spanish-speaking residents. Attendees will learn essential skills, including basic CPR, first aid, evacuation procedures, and emergency planning. Don’t miss this opportunity to gain lifesaving knowledge and learn how to prepare for emergencies.

Highway 101, Solana Beach. All meetings are also subject to cancellation. Written Comments:

To provide written input on an agenda item, email the City Clerk at clerkoffice@cosb.org.

  • Use the meeting date in the subject line and include the agenda item number.
  • Written comments must be submitted at least two hours before the meeting.
  • Please note written comments will not be read aloud during the meeting but will be shared with the Council and added to the public record.


Verbal Comments:

To speak during the meeting, submit a speaker slip to the City Clerk before the meeting starts or before the relevant agenda item is announced.

  • Each speaker is allotted 3 minutes per topic.
  • Individuals can receive up to 6 minutes if time is donated by another attendee, or up to 10 minutes for group discussions. For public hearings, time donated by two attendees allows up to 15 minutes for a speaker.
