Rental Relief Assistance Program
In recognition of the serious economic impact the COVID-19 pandemic has had on our City’s residents and families, particularly those of lower income households, the City of Solana Beach is implementing a Rental Relief Assistance Program. The City invites eligible residents economically impacted by the COVID-19 pandemic to apply for a Rental Relief Assistance Grant. Grants will be issued for up to $2,500 and will be paid directly to an applicant’s property owner or manager. The program is intended for low-income households as defined in the Area Median Income chart below:
Eligible residents must also show evidence of the following:
 
  • That they were current on their rent prior to March 2020;
  • The amount of rent owed or in arrears; and
  • Attest that they are unable to pay rent due to economic hardship caused by the COVID-19 pandemic. 
 
The application period is now open. Applications will be accepted until 4:30 PM, Monday, November 30th. Since the selection process will NOT be conducted on a first-come-first-served basis, applications submitted early will not take priority over those received later during the application window. Applicants are encouraged to submit as soon as possible. Preference will be given to the following households:
 
  • Households with minor children;
  • Households demonstrating the greatest economic hardship; or
  • Households facing the greatest risk of eviction.
 
The program is being administered for the City by the Community Resource Center (CRC). Here is a link to the application being hosted on their website: Rental Assistance Application. The CRC will be able to answer any questions regarding the application process.
 
The City has approximately $120,000 available for this program. The program is partially funded by a Community Development Block Grant (CDBG) received from the County of San Diego, to provide some recovery of costs and loss of income due to the COVID-19 pandemic. It is also partially funded by an allocation from the State of Federal Coronavirus, Aid, Relief, and Economic Security Act Coronavirus Relief Funds (CARES Act CRF) which is also intended to provide economic relief for hardships caused by the pandemic.

Donate to Help Local Hungry Families In Need For The Holidays – Free Food Distribution Event

The City of Solana Beach and The San Diego Food Bank are Providing 
a Free Food Distribution Event for Families in Need
November 23rd from 12:30 pm to 2:30 pm at La Colonia Park
The City is pleased to announce another free food distribution event! The City is again partnering with the Food Bank to provide this free food distribution event on November 23rd from 12:30 pm to 2:30 pm at La Colonia Park. This event is to help struggling families in the community just before Thanksgiving.

Events like these are made possible by generous donations from people like you! Please consider helping families in need in our community this holiday season by donating to the Jacobs & Cushman San Diego Food Bank. Your donation will enable the Food Bank to purchase frozen turkeys for this event in addition to the usual food items given to food-insecure families in the community.


The Jacobs & Cushman San Diego Food Bank and the North County Food Bank chapter comprise the largest hunger-relief organization in San Diego County. The Food Bank provides nutritious food to individuals and families in need in communities throughout San Diego County. Since COVID-19 hit San Diego, the Food Bank is feeding 600,000 people a month in our region, including working low-income families, children that receive subsidized lunches, military families, and the elderly. The Food Bank typically purchases $1 million in food for an entire year. Since mid-March, the Food Bank purchased $8 million to bridge the gap and feed the increase in families needing food. For every $1 donated, it equates to five meals for a family.

Locally, the City Council has utilized CARES Act funding to administer 3 Food Distribution Events for Solana Beach residents over the past few months. Over 150 families were served at each of those events, clearly demonstrating the need in our very own community. This is a special event as it will be held just before Thanksgiving, and we would like to provide turkeys to all the families. Thanks to the generous donations from the community so far, we are very close to our goal. Please consider donating now to push us over the finish line to make a great community event even better!

State Issues Limited Stay at Home Order
to Slow Spread of COVID-19
Non-essential businesses and personal gatherings are prohibited between 10 PM and 5 AM beginning Saturday, November 21 at 10 PM
In light of an unprecedented, rapid rise in COVID-19 cases across California, Governor Gavin Newsom and the California Department of Public Health (CDPH) today announced a limited Stay at Home Order requiring generally that non-essential work, movement and gatherings stop between 10:00 PM and 5:00 AM in counties in the Purple Tier (which includes San Diego). The order will take effect at 10:00 PM Saturday, November 21st and remain in effect until 5:00 AM on December 21st. This is the same as the March Stay at Home Order, but applied only between 10:00 PM and 5:00 AM and only in purple tier counties that are seeing the highest rates of positive cases and hospitalizations.
 
This limited Stay at Home Order is designed to reduce opportunities for disease transmission. Activities conducted during 10:00 PM to 5:00 AM are often non-essential and more likely related to social activities and gatherings that have a higher likelihood of leading to reduced inhibition and reduced likelihood for adherence to safety measures like wearing a face covering and maintaining physical distance.
 
“We are asking Californians to change their personal behaviors to stop the surge. We must be strong together and make tough decisions to stay socially connected but physically distanced during this critical time. Letting our guard down could put thousands of lives in danger and cripple our health care system,” said Dr. Erica Pan, the state’s acting Public Health Officer. “It is especially important that we band together to protect those most vulnerable around us as well as essential workers who are continuing their critical work amidst this next wave of widespread community transmission across the state. Together we prevented a public health crisis in the spring and together we can do it again.”
 
COVID-19 case rates increased by approximately 50 percent in California during the first week of November. As a result, Governor Newsom and California’s public health officials have announced a list of measures to protect Californians and the state’s health care system, which could experience an unprecedented surge if cases continue their steep climb.
 
On Monday, the state pulled an emergency brake in the Blueprint for a Safer Economy putting more than 94 percent of California’s population in the most restrictive tier. The state will reassess data continuously and move more counties back into a more restrictive tier, if necessary. California is also strengthening its face covering guidance to require individuals to wear a mask whenever outside their home, with limited exceptions.
 
Late last week, the state issued a travel advisory, along with Oregon and Washington, urging people entering the state or returning home from travel outside the state to self-quarantine to slow the spread of the virus. The travel advisory urges against non-essential out-of-state travel, asks people to self-quarantine for 14 days after arriving from another state or country, and encourages residents to stay local.
