Public Participation

Written Correspondence: (supplemental items) regarding an agenda item at an open session meeting should be submitted to the City Clerk's Office at clerkoffice@cosb.org with: a) Subject line to include the meeting date, b) Include the Agenda Item # as listed on the Agenda.

  • Correspondence received after the official posting of the agenda, but before 3:00 p.m. (or 3 hrs. prior to the meeting start time) on the meeting day, will be distributed to Council and made available online along with the agenda posting.
  • Written submittals will be made part of the record but not read out loud. 
  • The designated location for viewing supplemental documents is on the posted Agenda under the relative Agenda Item.

Verbal Comment Participation: Please submit a speaker slip to the City Clerk prior to the meeting, or the announcement of the Section/Item, to provide public comment. Allotted times for speaking are outlined on the speaker’s slip for each agenda section:

  • Oral Communications - 3 minutes
  • Consent, Public Hearings and Staff Reports - Public speakers have 3 minutes each to speak on each topic. Time may be donated by another individual, who is present at the meeting, to allow the speaker up to 6 minutes.
  • Public Hearings: In addition to the above allotted times, applicants and their representatives will receive 15 minutes. Groups for this item (3 individuals who are present) will receive 15 minutes.

SANDAG NOP Scoping Meeting TONIGHT - Additional Info & Correction

Reminder SANDAG Rail Realignment Project NOP Scoping Meeting

Tonight, May 29th, at 6:00 PM at The Sound

SANDAG released the Updated Notice of Preparation (NOP) for the San Diego LOSSAN Rail Realignment project, starting a 45-day scoping period to collect feedback that will end on Monday, June 30th. This regionally-important project is to explore long-term solutions to ensure the rail corridor remains safe, reliable, and resilient, focusing on the segment of rail within the jurisdiction of Del Mar.


As many of you may recall, in June of last year SANDAG released a NOP that included an Alternative – Alternative A – that started in Solana Beach, tunneled under the Fairgrounds and Lagoon, to align with Interstate 5, and come out near the north end of Sorrento Valley. In response to comments received on the NOP – including a large number from our City residents and businesses - SANDAG launched a Value Analysis Study to enhance the proposed alignment alternatives and identify new options for consideration. On February 28, 2025, the SANDAG Board of Directors directed staff to move forward with the proposed project goals, objectives, and alternative alignments, including a no build alternative. While the project alternatives do not include the previously-considered Alternative A and now do NOT impact Solana Beach properties directly, it is still important for our City, residents and businesses to stay engaged, as construction will likely still impact commutes and surrounding roadways.

NOP SCOPING MEETING


SANDAG will be hosting a Public Scoping Meeting tonight, May 29th from 6:00-7:30 PM at the Sound at the Del Mar Fairgrounds to discuss the proposed alignments (or rail routes) and to collect public feedback. Based on public feedback and the direction of the Board, refinements and revisions to alternative concepts will continue to be made throughout the environmental process. City Staff will be in attendance and the public will have the option to provide comments verbally, individually with a court reporter, through the online portal, or by written comment card. 


Everyone is encouraged to stay involved and submit a public comments by one of the following ways:

Community News

Your Guide to Going Green at Fiesta del Sol May 31st to June 1st

Get ready to kick off summer the Solana Beach way! Fiesta del Sol returns next weekend for its 44th year, bringing two full days of live music, local art, delicious food, and coastal fun to our vibrant community. Hosted by the Solana Beach Chamber of Commerce and Belly Up, this FREE event is the biggest street fair in Solana Beach. This year, attendees can take part in a variety of eco-friendly ways that help keep Solana Beach clean and green.

Ride your Bike. Get your bikes out and take advantage of the free bike valet conveniently located in front of Dirty Dogs off Plaza Street. This complimentary service lets you enjoy the festivities stress-free, knowing your bike is safely secured and monitored. Not only is this an opportunity to get some exercise, but it also helps reduce parking congestion and cut down on greenhouse gas emissions. 

Bring a Water Bottle. Stay hydrated while out in the sun and enjoying the fun by bringing your own water bottle. Look for the big blue water station flag at Fletcher Cove Park to get a refill for your bottle. If you happen to forget your bottle, just stop by the City of Solana Beach information booth and grab a free reusable bottle while supplies last. You can say hello to our amazing staff who help keep Solana Beach running smoothly and take a spin on the prize wheel to win other fun sustainable items!

Use the Green and Blue Bins. Just like at home, Fiesta del Sol has green and blue waste bins for easy food disposal and recycling. Don't know which to use? Our Junior Commissioners will be nearby to help you at the waste sorting station in the food court so you can get it right! They’ll be there all weekend to help you and answer questions about how to properly compost and recycle your plates, utensils, and leftovers. 

Last Week to Submit a Community Grant Application

Only one week left to submit your grant application for the City Community Grant Program. This annual program aims to foster community services by offering financial assistance to local organizations for new projects or expanded services available to the public within Solana Beach. With a total of $50,000 available, each community organization may submit up to two grant applications, with a maximum award of $6,000 per grant. Requests are restricted to non-governmental, nonprofit organizations serving the Solana Beach community. The deadline for Grant Applications is Thursday, May 29th, at 5:00 PM

Memorial Day Holiday Observances

City Hall Holiday Closure

In observance of the upcoming Memorial Day holiday, Solana Beach City Hall and all non-essential City buildings will be closed this Monday, May 26th. Regular hours will resume on Tuesday, May 27th

EDCO Residential Service Delay

In observance of Memorial Day on Monday, May 26th, EDCO will not be performing any residential collection services. All residential collections will be delayed by one day throughout the week following the holiday.

Community Events

Solana Beach Memorial Day Ceremony

Monday, May 26th, 11:00 AM

The City of Solana Beach and Solana Beach Veterans of Foreign Wars (VFW) Post 5431 cordially invite you to attend the annual Memorial Day Ceremony this Monday, May 26th, from 11:00 AM to 12:00 PM. Join us at La Colonia Park in front of the Veterans Honor Courtyard, located at 715 Valley Avenue, as we pay tribute to the brave men and women who made the ultimate sacrifice in service to our country.


The ceremony will feature the Camp Pendleton Young Marines as our honor guard, patriotic music by the Santa Fe Christian School Band, and a special "Feathers from Heaven" dove release. Guest speakers include Julian Gonzales, as well as Solana Beach Mayor Lesa Heebner and Guy McDermott, Post Commander for VFW Post 5431. Let's come together as a community to remember and honor our fallen heroes.

CarFit Driving Safety Program

Are you over 55 years old and starting to feel less confident behind the wheel? Then register for the free CarFit Driving Safety Program on Friday, May 30th from 9:00-11:00 AM at the Solana Beach Presbyterian Church. In just 15 minutes, a CarFit certified technician will walk you through a 12-point checklist designed to help senior drivers feel safer and more comfortable in their vehicles. Hosted by the Scripps Health Trauma Injury Prevention Team, this interactive and educational program aims to help senior drivers remain mobile by improving seat position, visibility, and confidence. Space is limited, so reserve your spot today! 

Life Comes in Waves Artist Reception

Join us for a special artist reception celebrating the newest City Hall Gallery exhibit, Life Comes in Waves by Andrew Wright, on Saturday, May 31st, from 4:00–6:00 PM. Meet the artist, enjoy live music, grab a taco, and explore over 40 original works showcasing iconic surf spots from around the world. As a long-time North County surfer, Andrew began painting during his battle with leukemia as a way to stay connected to the ocean. His self-taught journey has led to a stunning collection that captures the beauty of surf breaks with such vivid detail, you’ll feel transported to the shoreline. Take a walk down from Fiesta del Sol to check out this amazing art, then head back over for more fun and music!

Solana Beach Firefighter's Pancake Breakfast

Sunday, June 1st, 7:30 AM

Join the Solana Beach Fire Department on Sunday, June 1st from 7:30–10:00 AM at Fletcher Cove for the annual Fiesta del Sol Firefighter Pancake Breakfast! Enjoy a delicious breakfast of pancakes handmade by our very own Solana Beach firefighters, plus sausage, orange juice, and coffee. Stick around after breakfast to dunk a firefighter in the official dunk booth and mingle with the fire crew. All proceeds from these events support the Solana Beach Firefighters Benevolent Fund, which donates to charitable causes nationwide. Come early as this community favorite sells out fast!

City Cycling Workshop

Saturday, June 14th, 9:00 AM

Are you looking to brush up on your city biking skills before cycling this summer? Did you recently get a new e-bike, but have been hesitant to take it out on the road? Register for City Cycling on Saturday, June 14th from 9:00 AM to 12:00 PM at Solana Beach City Hall! This is a three-hour workshop that goes over the rules of the road in a classroom setting, before spending two hours practicing skills drills in a parking lot and then going on a group ride around Solana Beach to put everything you’ve learned to practice.
