Solana Hills Trail Closure Starting late January

Solana Hills Trail Closure
Starting Monday, January 31st
Starting Monday, January 31st, Caltrans and SANDAG Build NCC crews will close a portion of the Solana Hills Trail in the San Elijo Lagoon for grading and placement of decomposed granite surfacing. This construction work aims to increase active transportation opportunities within North County by providing clean and safe areas for people walking and biking. The $870 million Build NCC project includes $195 million in funding from Senate Bill 1 (SB 1) and $322 million in TransNet funding.
 
This portion of the trail will be closed from Monday, January 31st to Monday, February 28th. For your safety, please stay work zone alert and do not enter the active construction site. Construction activity on the highlighted portion of the trail is anticipated to be complete within one month. Please see the closure location on the map to the left.

*Please note, construction schedules are subject to change due to inclement weather including forecasted rain, fog, or cold temperatures.

Nearby residents and businesses can expect construction noise and lights, including OSHA required vehicle back-up alarms. Crews will work to minimize noise and impacts to all nearby communities.

Public Participation
In an ongoing effort to increase public participation at City Council meetings under current state and county public heath orders, the City is providing some alternate participation options during Zoom Council meetings. In order to effectively manage this process, instructions have been established and are outlined below.

Written Correspondence: (supplemental items) regarding an agenda item at an open session meeting should be submitted to the City Clerk's Office at clerkoffice@cosb.org with: a) Subject line to include the meeting date, b) Include the Agenda Item # as listed on the Agenda.
  • Correspondence received after the official posting of the agenda, but before 3:00 p.m. (or 3 hrs. prior to the meeting start time) on the meeting day, will be distributed to Council and made available online along with the agenda posting. All submittals received before the start of the meeting will be made part of the record. 
  • Written submittals will be added to the record and not read out loud. 
  • The designated location for viewing supplemental documents is on the City's Website: www.cityofsolanabeach.org on the posted Agenda under the relative Agenda Item.
Verbal Comment Participation: If you wish to provide a live verbal comment during the meeting, attend the virtual meeting via your computer or call in.

  • Alert the City Clerk’s Office. We ask that you please alert us that you will be joining the meeting to speak. Please email clerkoffice@cosb.org to let us know which item you will be speaking on. This allows our Staff to manage speakers more efficiently.

Planned Weekend Rail Closure
January 22 - 23, 2022
All coastal rail line service will be suspended between the Oceanside Transit Center and Santa Fe Depot in San Diego this weekend, January 22nd-23rd, for routine maintenance and rail infrastructure work.

Weekend closures like these, referred to as Absolute Work Windows (AWWs), occur periodically during the year on a pre-determined schedule. AWWs provide construction crews the opportunity to work safely and unimpeded on and along the rail line to perform improvements and maintenance work.

Regular service will resume on Monday, January 24th. As a result of the weekend rail construction and resulting speed restrictions, COASTER passengers may experience delays of up to 10-15 minutes on Monday.

What you need to know about your order:

What you need to know about the at-home COVID-19 tests:
  • Are rapid antigen at-home tests, not PCR (polymerase chain reaction)
  • Can be taken anywhere
  • Give results within 30 minutes (no lab drop-off required)

  • Work whether or not you are up-to-date with your COVID-⁠19 vaccines

When to take an at-⁠home test:
  • If you begin having COVID-⁠19 symptoms like fever, sore throat, runny nose, or loss of taste or smell, or
  • At least 5 days after you come into close contact with someone with COVID-⁠19, or
  • When you’re going to gather with a group of people, especially those who are at risk of severe disease or may not be up-to-date with their COVID-⁠19 vaccines.

What if you test Positive?
A positive at-⁠home test result means that the test has detected the virus, and it is very likely have COVID-⁠19. If your at-home test shows a positive result, follow the latest CDC guidance for isolation.

What if you test Negative?
A negative at-⁠home test result means that the test did not detect the virus, and you may have a lower risk of spreading COVID-19 to others. Check your test kit for instructions and specific next steps. If you test negative, you should test again within a few days with at least 24 hours between tests. If you test negative, follow the latest CDC guidance for self-⁠testing.

Testing is only one step you can take to protect yourself, friends, family, and others. Everyone is encouraged to:
  • Become up-to-date with your COVID-⁠19 vaccinations. Visit vaccines.gov to find a vaccine or booster location near you
  • Follow the CDC Face Covering guidelines and wear a well-fitted mask when gathering indoors
  • Maintain 6 feet of distance between people
